Thanks robert for the suggestions below.  I did as you showed and used
the dtk-set-rate function instead.  Both options are getting set now.
One thing I notice is I have to do a reset of the synth (c-e c-s) I
think because the introductry message is speaking at the default rates
and modes and my settings don't seem to take effect until I reset but
if that's all I have to do, I won't be too bothered about it.  I just
want to get the Capital Capital Capital verbage stopped and I have
faster speech now so it's shaping up here.
