Now I was able to reproduce it, but on 38.01 it worked well. At least on 
my side. Bug report filed as #9.

Seems like removing elc files caused many problems, which we didn't 
expect. Sorry for that. I can only suggest installing 38.01 (to a 
different directory) to workaround it.
