1. Open  the info system with c-h i
2.  In the directory node, (top node), go to the line which says: 

* Coreutils: (coreutils).       Core GNU (file, text, shell)
  utilities.

Here, both in outloud and espeak, 'coreutils' is spoken at a higher
pitch than the rest of the line, including the asterisk at the
beginning of the line. 

This is the same for every entry in the directory node. 

This pitch change is mirrored when using outloud too.
