No Subject

One thing that seems begs the question, is why the define-theme.elc
is part of the release and not compiled with the "make emacspeak"
(which looks suspicious to me since the byte code could be inappropriate).

So - can anyone identify how to resolve this problem??? or give
me some additional debugging suggestions??
