Emacspeak 16 and Via Voice

I have installed Emacspeak 16 on my RedHat 7.3 installation. After moveing ViaVoice_TTS_rtk-5.1-1.2.i386.rpm to /home, i ran the rpm and got all the legal agreement info. I thought it might be installed so i ran Emacspeak. I heard nothing but Speakup reading via my DECTalk Express On COM1.Have I forgotten anything? Do I also need to run ViaVoice_TTS_sdk 5.1-1.2.i386.rpm?
