If you want to run Emacs/W3 under Emacs 21, you need to obtain the
latest version of the W3 and URL packages from CVS. Older versions are
known not to work. A search of the http://savanna.gnu.org/ web site
should provide all required details of both packages and of how to access
the CVS repository.
