FYI: I just checked and there is indeed an emacs 22 pacakge in the backports section of Ubuntu feisty. Just uncomment the corresponding line in sources.list to make the section available in apt-get. It works without any obvious problems with the current emacspeak from svn. I guess this means that emacs 22 will be available in the upcoming Gutsy as well.
