emacspeak pronunciation dictionaries

Hi,

I am trying to figure out how to define a global pronunciation.  

when I use emacspeak-pronounce-define-pronunciation it asks if it is
mode, buffer, directory or file.

Is there a global setting.  As in I want to define this pronunciation in
all situations?
