Cannot Compile Espeak

I'm trying to build emacspeak 36.0 from source on my Arch Linux system
and am running into an error about a missing library.  I also get the
same thing when trying to compile the latest svn build.  I will insert
the relevant part of the compile session below.  It seems that it
can't find a load library called 'shr'.  Any ideas?
