Cannot Compile Espeak

Module shr-url.el in Emacspeak uses the shr.el module from the
latest versions of Gnus; it'll also be bundled in Emacs 24.

For now, shr-url.el is entirely optional for the proper
functioning of emacspeak -- the easiest way to work around the
build issue is to execute
touch shr-url.elc
in the lisp directory and then rerun make.
