emacspeak ~/.w3m/bookmark.html not found but file exists

emacspeak ~/.w3m/bookmark.html not found but file exists.

I get the error above, so I did:

touch ~/.w3m/bookmark.html

I still get the error.

I also get the error "speech will not work" in the emacs buffer.

I am confused, can someone help?
