Thanks, this and Jason's suggestion to use fill-paragraph with m-q did the trick.

After doing some more reading, it looks like I was looking for a way to get Emacspeak to recognize the visual-line-mode, but as others have said, it doesn't look like Emacspeak recognizes this mode at the moment.
