emacspeak for windows bugfix release 38.03

First I wanted to apologize for 38.02. I didn't make that much changes 
and I was not conscious that removing elc files could cause so many 
troubles. Finally I didn't test it well enough.

So now we have 38.03 which addressed all the bugs specific to Windows 
that were reported so far. This is the changelog:

  - Fixed the bug #7, installer not requiring administrative rights.
  - Fixed the bug #6, improper tts initialization (espeak was not 
detected).
  - Fixed the bug #9, arrows not working (characters not spoken).
  - Fixed the bug #8, C-left, C-right causing an error.

I count on your feedback, criticizm welcome too.
