[Emacspeak] Binary Builds (via Github)

I was thinking about writing some CI/CD tooling to produce 
binary builds via Github's free build systems. The goal 
would be to create pre-cooked binaries for popular servers
on popular platforms. My goal, as always, would be to get 
this into the project proper rather than having it 
elsewhere. 

Obviously, my first goal would be getting mac and windows 
binaries up as they are the most likely to not have build 
tools or exist in locked down environment. But there is 
no real limitation to these platforms, linux binaries 
could also be useful to some I am sure. 

Just curious if there is a desire for this and if such a 
thing would be accepted into the project?
