Trouble with w3

I am running emacs 20.3, emacspeak 9.0,
and w3-4.0pre.39.

I have multiple difficulties.
1.  Only root seems to be able to get w3 to run.
I have checked permissions on all the relevant directories, so I am
at a loss.

2.  Even as root, I can't get w3 to respond effectively.
For example, when I type c-o and type in a new url,
I am told that the url has been retrieved, but then I am unable to
read anything.  I sem to be stuck in a "window" or something
where no commands work.  I am always told that I am
"attempting to write in an uneditable field."

Any help?
