Emacspeak restarts the speech server if it finds that the
server is no longer running.
When the speech server starts up --the perceived symptom
--the speech-rate going back to 225
happens because that is the default speech rate.

The symptom can be fixed by adding an appropriate entry to
dtk-startup-hook to specify the default speech rate
--see the list archives for how to do this--
but more importantly the dying dtk-pc server should be
reported to the author of that server.
