error encountered trying to make tcleci.so where is eci.h?

This is the error that i got:

g++  -DUNIX -fpic   -c -o tcleci.o tcleci.cpp
tcleci.cpp:43:17: eci.h: No such file or directory
make: *** [tcleci.o] Error 1

where is eci.h?
