ViaVoice download problems

I'm trying to setup Emacspeak 17 on a RH8 system, but have had a problem downloading the ViaVoice component. I follow the link to the IBM page, but I can't find any kind of Linux SDK/RTK anywhere! Only Mac and Windows.
Is there some trick to this?
