Viavouce and emacspeak

Hello!
I am trying to install the viavoice server so I can use emacspeak.
however, I find the documentation very poor.
I have download the tar file that it said was needed. dont know what it was
called now.
it was something wit hmidi.
i unpacked the tarball and typed make to compile the program.
but there is nothing in /sbin or /usr/bin.
I also have a tcl problem.
when  i type tcl it says command not found.
I have a tcl package installed and the command tclsh works fine.
Can you help me to get this to work?
