Is ttsynth the new name for viavoice / outloud?
Assuming you're trying to build atcleci.so in emacspeak/servers/linux-outloud,
this is what worked for me (using debian stable/unstable mix and emacspeak from svn):
CFLAGS="-I /usr/include/tcl8.4/ -g -O2 -fPIC  -DPIC -ansi -Wall"
LIBS="-ltcl8.4 -ldl"
make atcleci.so LIBS="$LIBS" CFLAGS="$CFLAGS"

To fix the Makefile,
CFLAGS needs -I /usr/include/tcl8.4/ added and -pedantic removed (well, i suppose the real cause should be fixed really, but i don't know what that is).
LIBS needs -ltcl changed to -ltcl8.4
