The eSpeak driver is included in recent versions of emacspeak (>= 26.0).
If your distro provides an older version, yes it will be another reason for installing emacspeak from sources.

I did not check it it again but a few months ago the post from Robert D. Crawford was quite helpful for installing the espeak driver: http://www.cs.vassar.edu/~priestdo/emacspeak/2007/msg00521.html
