I haven't seen any mention of such a port, but saying now or never seems rather negative. Emacs runs under Windows, as does espeak, so there's no real reason why emacspeak couldn't be made to run under windows if someone put in the time and effort. Its something I'd be quite interested in implementing, as it would be very useful to use emacspeak when not in linux.

If you really need Emacspeak, you will have to migrate to Linux. The
ubuntu distro has a helpful feature for would be immigrants from
Windows. You should try it out.
Its worth adding that if you do want to install a linux distro then using vmware or similar virtualisation software you can do it without the need for dual booting.>
