It's funny.  I just tried this sort of thing myself as a test, and the
various monitor commands didn't seem to take.  I was sitting in the
#debian channel on Freenode and the only way I knew anything was
happening was to have Speakup running in the background.
I also admit to being a bit confused by the distinction between
"speak-all-participants" and "room-monitor".best,
