Gilles Casse posted a link for an installer to do this only a couple of days ago. While not arch specific, it would probably be a good starting point. 

The issue with TCL is that not only do you need 32bit librariries, you also need a version of the tclsh shell linked against those 32 bit libs. The installer takes care of this and would be a good place to start.
