RE: [SPAM] changing the speed of espeak on emacspeak



Setting E-speak default to 200 wpm should make it understandable to most
users.

One person already reported (privately) the initial slowness as a problem.
We should do something about it. The simplest thing would be raising the
default value for the rate of eSpeak synthetiser.
