speech server commands "a" and "b"

How to read the server code:

Commands that are queued push an entry on to the queue, and
those items are removed from the queue and executed in
speech_task.

Commands that do not queue do their work directly.

As an example proc a adds an auditory icon to the queue; proc p
plays it immediately.
