speech server commands "a" and "b"

Hello,
I have question about server commands "a", for sound icons and "b", for 
beeps.
How exactly are these commands handled? Are them queued, or executed 
immediately like tts_say?
I of course looked into some TCL code, but my TCL knowledge is so poor 
that I am unable to determine the semantic just from server code.
