[Emacspeak] Restoring Emacspeak Bug Reporter



I'm restoring function  emacspeak-submit-bug which used to be part of
emacspeak a long time ago.

Pre-requisites For Submitting Bugs:
1. First read "How To Ask Questions The Smart Way"  http://www.catb.org/~esr/faqs/smart-questions.html
2. You must be running the latest publicly released version of Emacs.
3. You must be running the latest released version of Emacspeak, or the
   latest version from GIT.
4. One exception for Emacspeak, only Google the Emacspeak site or search
   the local GIT checkout; the Web sadly has degraded to a cess-pool of
   outdated and sometimes misleading information.
