Installing Emacspeak on RedHat 7.3

I recently installed RedHat 7.3 and I downloaded eflite-0.3.3.tar.gz and emacspeak-16.0-1.i386.rpm. I have moved the emacspeak-16.0-1.i386.rpm from my Windows 98 mounted partition to /. Should I move eflite-0.3.3.tar.gz to somewhere and uncompress the file? Then should I install eflite-0.3.3.tar.gz before I run emacspeak-16.0-1.i386.rpm? Grub is autonmatically loading speakup and I am told that speakup controls the COM1 port that has my DECTalk Express.
