DECtalk software and encoding

Hi,

Emacspeak with the DECtalk software renders the e acute character as 'A tilde
copyright'. There are the same unexpected results with the other specific
french characters (c cedilla, and so on...). Today, the beta french DECtalk
release crash in receiving such characters.
As Tcl uses UTF-8 encoding and the DECtalk software expects iso8859-1, I
convert the encoding in the Say function (tcldtk.c).
