problems building ibm tts shared libs



I have joined a team that is testing the ibm tts under emacspeak.  Since
I am using Debian, I have performed these steps:

	alien --script -i ibmtts_rte-*.rpm 
	alien --script -i ibmtts_rte_*.rpm

Then, because I will be installing the cvs version of emacspeak, I
installed the libasound2-dev per Tim's instructions.  I then did:

cd $HOME/share/emacs/site-lisp/emacspeak/servers/linux-outloud/

and, following the instructions in the VIAVOICE file I ran:

make

and got a bunch of errors that started like this:

root@xxxxxxxxxxx:/home/rdc/share/emacs/site-lisp/emacspeak/servers/linux-outloud# make
libtool --mode=compile g++ -g   -O2 -fPIC  -DPIC -pedantic -ansi -Wall  -c tcleci.cpp

tcleci.cpp:58:17: error: tcl.h: No such file or directory
tcleci.cpp:135: warning: 'Tcleci_Init' initialized and declared 'extern'
tcleci.cpp:135: error: 'Tcl_Interp' was not declared in this scope

The error seems to be that tcl.h is not installed on the system, but...

locate tcl.h

/usr/include/tcl8.3/tcl-private/generic/tcl.h
/usr/include/tcl8.3/tcl.h

Do I have something configured incorrectly? doing a search for
"tcleci.cpp:58:17: error: tcl.h: No such file or directory" does not get
me any results.
