It is supported, and there are several users of viavoice on this list.
I am not sure how the general public might get viavoice at this time.
There was a company that was in the process of making it available, but
I have lost the link and I am not sure if any progress has been made.
If you do a search in the archive it is mentioned several times.

I can offer no help on getting festival working.  I do know there was a
user that was making this work... I think he was french.

I use it in a shell buffer on a daily basis and it functions very well.

There are two web browsers that are well supported.  emacs/w3 is the
older and has some nice features that are not available in the other.
emacs-w3m is a newer, faster browser which seems to be easier to install
and set up.  I cannot really speak on most of the features of w3, as I
was never able to get it to work completely, but I use emacs-w3m with no
problems at all.  There has been a lot of work done to get the various
features of w3 implemented but some, such as the ability to fontify
italics and preformatted text cannot be done due to limitations in the
underlying browser.

There is good form support in either browser.  As far as gmail support,
I think gmail is an ajax application and therefore it will not currently
work.  If you wish to use gmail, it can be done using gnus, the
all-purpose news/mail/rss reader.  The support for gnus is, in my
opinion, very good and I use it exclusively.
