emacspeak consol keys

defkeymap.map modifies linux keymap entries.

To understand how linux keymaps work, look at the keyboard mini FAQ.

defkeymap.map sets up alt keys and shift keys etc to provide you
additional console keys, e.g. shift-down, shift-tab etc.
console.el then instructs emacs that these keys are available.

You can get defkeymap.map loaded from the console as root by using
program loadkeys.

Once you are happy with it you can add it to your system
initialization.

Note that none of this is emacspeak specific --it's linux hackery.
