problem with bns driver running as user other than root

I have just started to use emacspeak witha Braille Lite on com port
/dev/ttyS1 and the emacspeak-bs driver.

Whilst it works fine when I am logged in as user root the emacspeak-bs
driver does not load when I am logged in as another user.

The following is a transcript of a session logging in as user "talk" in an
attempt to resolve this.

Welcome to Linux 2.0.30.

punka login: talk
Last login: Thu Dec 11 12:26:25 on ttyS0
Linux 2.0.30.
talkemacspeak-bs -V -d
emacspeak-bs[160]: ver 0.3 line 1023: Permission denied
talkls -l /usr/local/bin/emacspeak-bs
-rwxr-xr-x 1 root root 19344 Nov 29 13:42 /usr/local/bin/emacspeak-bs*
talkls -l /dev/ttyS1
crw--w--w- 1 root root 4, 65 Dec 11 12:27 /dev/ttyS1

I don't know what to do now. Please help.
