I suspect some changes in versions go to 
/usr/src/flite-1.3-release/build/i386-cygwin

cp -r lib /usr/src/flite-1.3-release/

go back to eflite build dir and run
./configure flite_dir=/usr/src/flite-1.3-release
and 
make
make test
make install

You might want to use cvs (smile) but this works, mostly, although emacspeak reports
the error

Theme /usr/share/emacs/site-lisp/emacspeak/sounds/default-8k/ is missing its
configuration file.

I have to use the F10 menu f e to exit instead of C-x C-c although if I
run Cygwin/X and emacspeak in an X term C-x C-c will exit.
