Thanks, yeah, the range for rate is -10 to 10, but I don't do a check for that.

As a lot of the Windows values will be strange to new users, I should gate them
all, volume is 0 to 100, speech rate is -10 to 10. etc.  I use 8 so I guess I 
didn't bump into this.
