my best guess is that there is a version skew between the
bytecompiled emacspeak files and the version of emacs you
are running.

Here is what I what do:

a) Make sure emacs itself starts up and works.

2) Grab a copy of the emacspeak 7.0 source distribution
and compile it --making sure that the compile is using the
emacs you are actually running later

3) Start up a vanila emacs i.e.
emacs -q
and do 
M-x load-file ret
path-to-emacspeak-setup.el
