wierd problem

if i use via voice, i go into dired and do:
c-u c-e d r 100 ret
and if i go back to scratch, it goes to 50.
in dired it works. its almost like local.
if i do it in scratch, and have rmoo open, rmoo has a slow rate but any buffer i create doesn't.
what is going on? surely this isn't a really simple thing i'm not doing right?
