Filter columns of a line

This is a follow-up to Peter Rainer's question a few days
ago.

A more elegant solution to what he was trying, namely
filtering trailing portions of a line,
can be achieved by specifying a filter spec and then
"inverting" the sense in which the filter is applied.

So by default, specifying the filter as ((0 10) (20 30))
speaks the line except for the content in columns 0--10 and
10--20;
inverting the filter speaks only the contents of those
columns.

You can invert the filter using command
emacspeak-toggle-speak-line-invert-filter --the code is in
CVS
