W3 needs to be obtained separately; I think this is discussed in the
Emacspeak HOWTO (http://emacspeak.sourceforge.net/).

In any case, either search the data base at http://ww.rpmfind.net/
for an rpm version, or download the original from
ftp://ftp.xemacs.org/ (you will find it in one of the subdirectories
of that server).

I can't help with the other queries; C-e D works for me. Try checking the
messages buffer to find out if any error occurred, and if so what it
was.
