Hi. First, Speakup can read text using the arrow keys. You need to turn
curser tracking on in order to use Speakup in apps like emacs. Then, turn it
off when you are using the shell.

As for Emacspeak you can move around in Emacs using the arrow keys, but  you
should use the actual Emacs commands for navigation. For one reason you
don't have to move your hands from the keyboard, and second Emacspeak tracks
better when you do You can find a list of these commands in the Emacs
tootorial.

As for the  Apolo I don't know of a server, but that doesn't mean one
doesn't exist. If you can't find an Apolo server you can go with something
like Viavoice or Festival Lt. for software speech.
