Jeff,
I met this problem with emacspeak 16 and Mandrake 9.0. I sent an email
here (23 th November)
The following line was added to the first lines of the Makefile :
CC=g++
(the complete path of the Makefile is
/usr/share/emacs/site-lisp/emacspeak/servers/linux-outloud/Makefile)
then as usual : make clean;make;make install
