Setting Rate In espeakf (from cvs)

Hi,

I'm testing the latest CVS snapshot of espeakf, and notice, I cannot
seem to set the rate.  No matter the value I give to dtk-set-rate, the
speech rate is the same.  Could I be doing something wrong?
