This isn't actually a new version of Emacspeak.  Dr. Raman released
Emacspeak 23 several weeks ago.  I just created a Debian package of
it.  If you are running a Debian system, you can get it from the
"unstable" part of your regular Debian archive.  For example, you can 
put a line like this in /etc/apt/sources.list:

 deb http://ftp.us.debian.org/debian unstable main contrib non-free

then use the commands

 apt-get update
 apt-get install -t unstable emacspeak
