Emacs 21 dependency

I've just discovered Emacspeak won't run under Emacs 20 either.  It
fails with the message "Symbol's function definition is void:
puthash".  puthash was introduced in Emacs 21.1.

So I need to do more testing before uploading packages.

And apparently this statement in the .info file needs updating: "You
need GNU Emacs 20.2 or later for using newer versions of Emacspeak".
