changing/removing tones for blank lines

I quite agree that the blank lines should be  indicated by some kind
of auditory cue.

Blank lines signal the start of paragraphs in TeX and LaTeX.

More seriously, if inside a math environment there is a blank line,
LaTeX will barf.

I have  noticed that ViaVoice remains silent on blank lines; so
when editing LaTeX, which is what I mostly do, I have to use  the
flite-eflite tts.
