If you run C-e m, there is a beep if the buffer is modified and a different
tone if it's read only.

Also, have a look at the code in emacspeak-speak-mode-line in
emacspeak-speak.el, which handles this.

If you're not hearing the beeps, then it's something amiss in the speech
server you're using, I suspect.
