Hi Jude,

check that there isn't already a tclespeak.so file in that directory. If there is and it has a timestamp that is equal or later than the *.cpp file, make will report nothing to do as it believes that the *.so file is up-to-date. 

Alternatively, do a make clean and then follow it with make.

You need to compile the C code of the server.

I always test the speech server before running Emacspeak as the documentation
suggests. It saves time and frustration.
