If voxin (IBM TTS) is installed a "Emacspeak Speech Services" appears as a choice in speech  ORCA.- the synthesizer has a single entry which is "outloud" which is the IBMTTS.

It is very smooth synthesizer sound - the only problem is that it doesn't like typographical symbols like typesetter's left and right quotation marks and other typographical symbols.

You have to enable it in your ~/.orca/user-settings.py file. I can't remember
the details, but I had it working a few years ago - I'm not sure whether it's
still usable. I would suggest asking on the Orca list.
